Over much of the United States, winds above about 1000 feet (975 MB) have little effect on summer surface winds, but as these winds approach the terrain, they can become turbulent and sometimes swoop low enough to affect surface winds. If you are downwind of a hill, you may experience gusts, calms, and shifts.
Because the Bay Area has a complex ridge of Coast Mountains along the coast and between the East Bay and the Central Valley, these upper-level winds can sometimes influence surface winds.
