The Delhi High Court on Wednesday came down heavily on the Aam Aadmi Party (AAP)-led government and the Municipal Corporation of Delhi (MCD) over the death of three UPSC candidates at a coaching center in the national capital and said the “existence” of the government There is potential malice on the part,” while various departments are just “busy shirking responsibility.”
Acting Chief Justice Manmohan of the High Court said the incident was clearly a case of “criminal negligence” and insisted that if the government did not accept responsibility, the court would directly pass an order.
“We will ask the CVC or Lokpal to take action,” it said.
The judges lashed out at the authorities, saying such tragedies were bound to happen due to a “free culture” where taxes were not being levied.
The bench ordered the investigating officer and MCD commissioner to attend Thursday's hearing.

It refers to the arrest of the driver of an SUV who was traveling on the road during the incident. Police said the driver's negligent driving caused the college's gate to crack and exacerbated flooding in the basement.
The ACJ further stated that since 1980, Delhi had “no master plan” for its drainage system.
“No MCD official will know where the drains go. I don't know if these civic bodies exist above ground.
