Hours ahead of the Supreme Court hearing in the Kolkata rape and murder case, the West Bengal government filed a complaint against former RG Kar Medical College principal Sandip Ghosh, saying a department probe had found that Ghosh was involved in ” There were “criminal relationships” between certain unscrupulous contractors and “colluding bids” for various projects within the hospital.
Some of the charges even date back to April 2022, when former principal Ghosh was accused of “presenting evidence of obtaining work orders without proper licenses and being ineligible to participate in the tender and quotation process.”
Based on the complaint, the Kolkata Police registered a case against Ghosh for forgery and criminal conspiracy and also laid charges under the Prevention of Corruption Act. The complaint was lodged by the special secretary of the state's health department. Chief Minister Mamata Banerjee is also in charge of Bengal's health department. News18 has exclusively reviewed the complaint.
What is a complaint?
In the complaint, IAS officer Debal Saha, who serves as special secretary in the state's health department, said: “We would like to inform you that the department has received a complaint against Dr Sandip Ghosh, the then principal of RG Cal Medical College and Hospital, Kolkata for handling different procurement and related matters. Financial irregularities in the case. After examining the complaint, departmental investigation found criminal nexus between Dr. Sandip Ghosh and certain unscrupulous contractors as a result of which multiple projects at RG Kar Medical College and Hospital in Kolkata were awarded to them.
“Investigation revealed that there was a case of bid rigging or bid rigging which resulted in the works being awarded to M/s Eshan Café, M/s Khama Louha and M/s Ma Tara Traders. M/s Eshan Café was awarded the operation of a cafeteria contract, this is clearly a case of collusive bidding,” the special secretary said in the complaint.
The former president of the medical school and hospital was also accused of several other financial irregularities. The health department has launched a departmental investigation after receiving several complaints of financial corruption against the principal. A senior official of the West Bengal health department said that based on the findings, the department decided to lodge a police complaint.
Notably, the government has also set up a four-member SIT, headed by an IG-level officer, to investigate alleged financial corruption complaints against Sandip Ghosh.
