In its manifesto, the Apni Party said that four LPG cylinder refills will be provided free of charge to every BPL and AAY household every year.

The Apni Party on Wednesday released its assembly election manifesto promising to urge the Center to provide constitutional safeguards to protect the culture and special identity of Jammu and Kashmir and work to restore statehood to the union territory.

The declaration was released by party general secretary Rafi Mir and other senior leaders at a press conference here.

“The Apni Party will press for constitutional guarantees to protect Jammu and Kashmir's culture and special identity, similar to Article 371 in some northeastern states. This includes land and employment protection and addresses the people's sense of loss,” the manifesto reads .

The party said it will work tirelessly to restore statehood as promised by the Union Home Minister on August 5, 2019.

It also promised to reinstate repealed and amended laws.

“The Apni Party will revisit and reinstate all laws that have been revoked or amended over time. Our party will ensure that constitutional guarantees protect land and job security for local youth.

The Apni Party, led by former JK Altaf Bukhari state minister, said after the restoration of JK statehood, “We will actively seek to restore the bicameral system consisting of the Legislative Assembly and the Legislative Council Legislature, as before August 5, 2019”.

On the issue of return and redress of Kashmiri Pandits, the party said it was confident of their return with dignity and would set up a supreme committee to resolve the issue if elected.

“We will consult with their representatives to facilitate their return. A Supreme Committee will be constituted under the chairmanship of the Chief Minister and will include representatives of all registered Kashmiri Pandit organizations. The committee will meet every six months to Addressing immigration issues. The Minister of Finance will serve as convener.

The party said it would spare no effort to ensure the early release of detainees not involved in heinous crimes.

“We will ensure that a fast-track committee is established to review and deal with the cases of those languishing in prison under the Public Safety Act (PSA), even if their sentences have expired.

“Cases against juveniles detained in the summer of 2016 (now adults) will also be withdrawn so that they can engage in government work without hindrance. The Apni Party will ensure a one-time amnesty for all detainees with a deadline of 2024 August 2016 to produce a court certified affidavit.

The Apni Party will create a conducive atmosphere for lasting peace in Jammu and Kashmir, it added.

The party also said it would work to restore the powers of the cabinet and the chief minister, which were recently handed over by the Center to the lieutenant governor.

It has also promised to provide 500 units of free electricity per household per month during the winter months in Kashmir (October to March) and summer months in Jammu (April to September).

It also added that Apni Party will provide four free LPG cylinder refills to every BPL and AAY household every year.
