LOCs are issued to airports and all other exit points to prevent people from fleeing the country.
Apter, a sculptor from Thane, signed the contract to create the statue.
Malvan police arrested Apte and structural consultant Chetan Patil after the building collapsed on August 26, less than nine months after Prime Minister Narendra Modi inaugurated the coastal fort. (Chetan Patil) A case was registered for negligence and other offences.
Patil was arrested from Kolhapur while the manhunt for Apte is still on, a police officer said, adding that the Malwan police have now issued a warrant for his arrest.
