Senior government sources said that the solution to Manipur's problems cannot be achieved in one day and must be solved in a layered manner
Sources told CNN-News18 on Wednesday that the central government is deeply concerned about the developments in Manipur and has formulated a three-fold strategy to deal with the crisis.

At the community level, they said, the federal interior ministry and intelligence agencies are working to build more trust and peace between the warring Maytai and Kuki communities.
“They are looking for a target group they can talk to at a community level to drive development,” one source said.
Sources said criminal cases are handled by the local administration, with some cases being taken over by the police and some by the National Investigation Agency (NIA) and the Central Bureau of Investigation (CBI).
They added that both the communities have certain demands, such as separate management of Kukis and Meiteis, which have to be weighed and met jointly by the state government and the Centre.
“The third issue is securing the border and stopping drugs from coming in,” one source said. “The Assam Rifles are handling the matter at the border and regularly register cases against infiltrators. Illegal immigrants are being repatriated from the border while those who sneaked in are handed over to the police.
According to reports, some militants have entered Manipur from Myanmar and Chittagong district of Bangladesh.
