Six days after the storm first made landfall in Florida, the president toured South and North Carolina aboard a Marine One helicopter to view historic flooding and destruction.
More than 160 people have been confirmed dead in six states after the hurricane brought historic rains that flooded entire towns, washed away homes, damaged many highways and devastated the region.
