There are only a few final observations about the carbon budget:
transportation
Given that they are consistent with Zev's authorization and the 2030 ban on ice trucks, the goal of electric vehicles is not surprising.
However, they effectively ruled out the power of hydrogen as HGV, and although the fact that the technology does not make it feasible, 63% of the electric HGV will be set by 2040 by 2040.
There is also the usual nonsense about turning to public transportation and walking, which by 2035, will be 7%.
Heat pump
The CCC hopes to reach 450,000 annual installations by 2030 and 1.5 million by 2035. This inevitably means a ban on gas boilers by 2035, but also raises the question of how to be forced to buy them during the transition period.
agriculture
In the agricultural sector, CB7 requires a significant reduction in emissions relative to 2022, which will mean a significant reduction in the number of cattle and sheep, as well as the cultivation of woodland on good agricultural land.
However, reducing meat and dairy production in the UK inevitably leads to a substitution of imports and a much higher carbon footprint. Therefore, the CCC requires import controls and tariffs to price it from the market.
The end result will be higher food prices.
In terms of quantity, they expect us to eat 25% of the meat by 2040, but there is a similar reduction in livestock herds. The impact on UK agriculture will be disastrous and we must again ask how all of this will be implemented.


aviation
In my opinion, the CCC deviates from the early attacks on flights. Otherwise, Miliband's position in the cabinet would be untenable given Heathrow Airport and Gatwick's new runway plans. This does prove that the CCC is not the independent agency it identifies.
They demanded a reduction in flight and frequent flyer taxes, and by 2040, emissions will be cut by only 17%, focusing on sustainable aviation fuel. It is estimated that seven times the cost of kerosene will be transferred to passengers, which they hope will reduce demand.
Passengers also have to pay the full cost of “engineering dismantling” – essentially direct air capture, a huge and unproven process of taking CO2 out of the air and storing it – to cover the remaining emissions.


Of course, the hope of alternative fuels and direct capture of air capture depends on technology development, but the CCC has such ominous warnings about situations that do not:
