Only 15 countries have reached the latest Paris Agreement deadline. Is any country serious about addressing climate change?

Only 15 countries have encountered this – less than 8% of the 194 parties currently signing the Paris Agreement, which forces countries to submit new proposals to eliminate emissions every five years.

Who didn't submit?
Some of the world's largest launchers failed to submit new NDCs, including China, India and Russia.

The EU could have positioned itself as a leader in global climate action in lieu of U.S. participation. However, the EU, which submitted NDC as content submitted by the Group with various countries, also failed to submit on time.

Obviously, the EU may at least submit something that would be embarrassing for self-proclaimed world climate leaders and ignoring their climate commitments. Don't mention Russian gas pipelines.
So far, China seems to be able to do anything they want, as long as they meet European politicians and say nice things to them. Russia may continue to play, and there are still not many international conferences to be welcomed here.
India is a wild card. Will they take this opportunity to formally abandon their membership as the Paris Agreement? They may – if President Trump provides them with tariffs.
If it is just another major emitter, openly joining the United States to abandon Paris, then the international climate movement is over. All bulldozers will have nothing to do with the COP30 Amazon rainforest.
