In a letter Wednesday, OIG said the Office of the Inspector General of the Environmental Protection Agency (EPA) is opening reviews to the Biden-era $7 billion solar deployment plan.
OIG is reviewing solar energy for all plans, part of the $27 billion Greenhouse Gas Reduction Fund (GGRF) created by the Inflation Reduction Act (IRA). Biden EPA used the program to conduct large-scale inspections with 60 recipients (mainly state governments) so that winners can fund solar panel deployments in low-income areas. The Trump EPA is now following up on funding for the program.
“Our goal is to describe the impact of EPA solar on funding for all programs, top recipients and potential risks, and all programs within the Greenhouse Gas Reduction Fund office,” the letter reads. “We plan to work at headquarters and regions where necessary.” ((Related: Biden Admin distributes hundreds of millions of dollars to subsidize some of the least vulnerable places in the United States)
Gloria Taylor-Upshaw, an audit officer at EPA OIG, sent the letter to Julie Zavala, deputy director of the EPA office, responsible for the implementation of the GGRF.
Some states that get a lot of checks from solar, all plans happen to be one of the least vulnerable states in the United States
For example, the New Hampshire executive office earned about $43.5 million from the program, the Vermont Department of Public Services earned nearly $62.5 million, and the Maine Governor’s Energy Office received $62.1 in full from solar. National Renewable Energy Laboratory's National Solar Radiation Database Physical Solar Models Show that New Hampshire, Vermont and Maine are one of the least vulnerable states in the United States
The Center for Environmental and Climate Justice at Southern Texas University is the solar winner for all plans, which received $156 million in full from solar. Washington Free Beacon reports that Robert Bullard, the director of the Center named after him, served as a member of the Biden White House Environmental Justice Advisory Committee when granting funds.
The Trump administration's audit of the program is a legal battle to end other GGRF plans to eliminate billions of dollars due to legal battles. They claim that the funds were fraudulently driven out of political nonprofits.
