The Government Accountability Office (GAO) is ostensibly a nonpartisan congressional regulator – Republicans have been under fire in recent days, with Republicans accusing them of showing bias and exceeding their boundaries. [emphasis, links added]
Founded in 1921, GAO does not have a veto power over Congress, but is usually regarded as the rule administrator and referee of both parliament.
The agency should review federal government waste and inefficiency and obey the law.
Last Thursday, Senate Majority Leader John Thune intentionally ignored GAO's guidance against the use of the Congressional Review Act (CRA) to revoke the EPA exemption of the competitive executive branch, which allows California to enact its own vehicle emission regulations.

In response, many Republican senators blame regulators for bias in their decisions.
