A nonprofit organization funded by many Chinese Communist Party (CCP-connected entities advocates New York law that authorizes the state to charge energy companies billions of dollars in roles in climate change. [emphasis, links added]
Among the New York nonprofit, the Chinese American Planning Commission (CPC) has received more than $1.4 million in taxpayer funding since 2022, in addition to the large amount of funding from resources that the Chinese government has linked to the government in recent years, the Daily Caller News Foundation previously reported.
CPC supports New York's Climate Superfund Act, which requires energy companies to cough $75 billion over time to fund green initiatives, in addition to several other bills and programs favored by Democrats, According to its website.
“The Chinese American Planning Commission (CPC) is not only another advocacy group; it is the channel for the money and influence that the CCP connects with the CCP. When you read “CPC,” you should think of “CCP,” Michael Lucci, founder and CEO of state Armor, told DCNF.
“The CPC has a long track record of supporting malicious policies that violate our interests. It would not be surprising that CPC supports the massive climate mud fund in New York, which will increase energy costs while undermining energy security in the United States.”
“It's not only a bad policy, but a script from Beijing that undermines our sovereignty through a range of areas, agencies and operations that affect operations,” Lucci continued.
“Every member of Congress who supports the program plays a role in the hands of the CCP’s geopolitical strategy. If we seriously protect national security and energy independence, we must see the program returned by the CPC as a CCP-backed initiative that has always been targeted at malicious influence in the United States.”
The CPC submitted written testimony from a joint legislative public hearing on the New York budget proposal in January 2024, advocating the Super Fund Act; the organization also described the “defaults” of the bill’s failure to include it in the budget in April 2024.
Since 2018, CPC has received up to $445,969 from donations from sources related to the Chinese governmentaccording to financial records previously reviewed by DCNF.
Records show that in recent years, state-owned companies, including the Industrial and Commercial Bank of China (ICBC) and Bank of China) have provided financial support to CPC.
According to the CPC's annual report, throughout 2018, 2019 and 2023, nonprofits donated nearly $20,000 to nonprofits, while in 2020, Beijing-based and state-owned banks of China gave nonprofits annual reports.
DCNF previously reported that the CPC had accepted funding from multiple other organizations that had links to the CCP.

House Republicans recently investigated CPC after undercover video surfaced [above]CPC staff were allegedly shown how to avoid illegal immigration and customs enforcement (ICE) concerns.
New York Democratic Governor Kathy Hochul signed the Climate Act in December 2024, creating a law that would require energy companies to pay the state billions of years to the state for 25 years to make up for its so-called contribution to climate change.
The new law depends on a shaky legal basis and function, as state revenue, which, if fully implemented, could increase consumer costs, energy and legal experts previously told DCNF.
