SWR's funding model appears to be similar to that of the British BBC. According to Wikipedia, in 2015, SWR received just under 17% of the German television and radio compulsory license fees.
I certainly hope this murder game is an elaborate hoax, because if that were true, if this obscenity was indeed the product of a state-sponsored organization, then the world would be a much darker place.
