The storage capacity is 600 MWh and is not designed to be used “when needed”. Hornsea 3 has a generating capacity of 2.9 GW, so the 600 MWh can only be maintained for 12 minutes when the wind stops.
What it really does is balance the grid frequency, since wind output can fluctuate even from minute to minute.
If we were not so reliant on wind power there would be no need for this storage, and its costs would not be borne by Oster, which either receives generous balancing service charges from National Grid or profits from high electricity prices. Quote in case of shortage.
However, National Grid's attempts to convince the public that storage schemes like this will solve the problem of wind intermittency are deceptive.
